Prohibits the sale, offer for sale, and distribution of nonflushable nonwoven disposable wipe products unless packaging includes "do not flush" labeling.

Requires "do not flush" labeling to include a logo depicting a toilet with a prohibition symbol and the word "nonflushable" in clear print, with logo size scaled proportionally from 0.25 inches to 1 inch diameter based on package size.

Labels must be permanently affixed, unobscured by seams or folds, and visible when individual wipes are dispensed from the packaging.

Exempts products advertised in media outlets and products sold by retailers or wholesalers that do not package or label the wipes themselves.

Establishes civil fines up to $5,000 per offense, with each day of violation constituting a separate offense, and assigns the Department of Environmental Quality to enforce the act, which takes effect 2 years after enactment.
