Amends the Commercial Rehabilitation Act to add an exception to the effective date provision for commercial rehabilitation exemption certificates, allowing certificates approved in February 2017 for facilities in districts established in January 2017 to have an effective date of December 31, 2017 upon owner request.

Modifies Section 6(3) to clarify that the standard December 31 effective date applies except as otherwise provided in Section 8(4).

Creates a new subsection 8(4) establishing a specific retroactive effective date option for a qualified facility that met particular approval timing criteria in 2017-2018.

Maintains existing requirements for commercial rehabilitation exemption certificates including the 60-day commission approval timeline, required certificate contents, and applicant compliance standards.

Preserves existing provisions regarding the 5% taxable value threshold for local governmental units and requirements for rehabilitation commencement dates and applicant qualifications.
