• Allows school districts to apply to the superintendent of public instruction for permission to operate as "public innovative districts" or individual schools as "public innovative schools" with competency-based education and personalized learning approaches.

• Applications must be submitted by March 1 and include a board commitment statement, instructional program description, community partnership plans, expected benefits, performance measurement methods, and a board resolution.

• Superintendent has 60 days to approve or deny applications; denied applications can be appealed to the Education Accountability Policy Commission, which must hold a hearing within 30 days.

• Approved public innovative districts and schools may measure student competencies instead of instructional hours for credit, offer extended learning opportunities, adopt alternative assessments, operate year-round programs, and design courses based on individual student interests.

• Creates a 13-member Education Accountability Policy Commission to oversee applications, renewals, and hear appeals; approvals are valid for 3 school years and may be renewed upon evidence of student achievement, course completion improvements, and progress toward stated goals.
