Establishes the "Interstate Compact to Elect the President by National Popular Vote" as Michigan law, allowing Michigan to join other states in a multistate agreement.

Requires member states to conduct statewide popular elections for President and Vice President, with chief election officials calculating a national popular vote total across all participating states.

Directs member states to appoint their presidential electors to the slate of candidates who win the national popular vote, rather than the candidate who wins each individual state's popular vote.

Takes effect when states cumulatively possessing a majority of electoral votes (270 or more) have enacted the agreement in substantially the same form.

Allows member states to withdraw from the compact, except that withdrawals within six months of the end of a presidential term do not take effect until after the next presidential term begins.
