The Michigan Virtual University shall operate the Michigan Virtual School as a statewide laboratory and quality model of instruction by implementing virtual and blended learning solutions for schools in the state.

The Michigan Virtual School goals include expanding curricular offerings for middle and high schools, creating statewide instructional models using interactive multimedia tools, and providing pupils opportunities to develop skills through online and blended learning.

The Michigan Virtual School may offer virtual courses including information technology, college-level equivalent courses, dual enrollment opportunities, advanced placement opportunities, at-risk programs, GED test preparation, special interest courses, and professional development for teachers.

Home-schooled children and nonpublic school students who are residents of school districts subscribing to Michigan Virtual School services may use those services at rates not exceeding the rates charged to enrolled public school pupils.

The Michigan Virtual Learning Research Institute shall test and evaluate technology-based instructional tools, research virtual education delivery models, develop monitoring criteria for cyber schools, analyze effectiveness of virtual learning, provide professional development, and identify best practices for implementing virtual and blended education models statewide.
