Amends the definition of "industrial hemp" to clarify it means Cannabis sativa L. and its parts, derivatives, and products with delta-9-tetrahydrocannabinol concentration not exceeding 0.3% on a dry weight basis.

Expands industrial hemp definition to explicitly include viable seeds, cannabinoids, isomers, acids, salts, and topical or ingestible animal and consumer products derived from the plant.

Modifies the definition of "marihuana" to explicitly exclude industrial hemp as a category of controlled substances.

Takes effect 90 days after enactment, contingent upon House Bill No. 6330 of the 99th Legislature being enacted into law.
