Establishes the 54-a district court in Lansing as a third class district with 4 judges and the 54-b district court in East Lansing as a third class district with 2 judges.

Allows consolidation of the 54-a, 54-b, and 55th districts into a single first class district court with 8 judges if approved by Ingham County and the cities of Lansing and East Lansing by November 1, 2019, effective March 1, 2020.

Requires transfer of all full-time employees from the 54-a and 54-b districts to the consolidated district, with preservation of salary, seniority, leave, and retirement benefits.

Creates three election divisions within the consolidated district for 8 years: Lansing/Lansing Township (4 judges), East Lansing (2 judges), and the rest of Ingham County (2 judges), after which judges are elected at-large.

Specifies that jury trials must be comprised of residents from the political subdivision where the offense or cause of action occurred.
