• Establishes penalties including misdemeanor charges (up to 180 days imprisonment or $500 fine) for knowing violations, and allows consumers to recover actual damages or $250 per violation, whichever is greater.

• Adds mobile telephone numbers to the do-not-call protections alongside home telephone numbers, expanding coverage to include both residential and mobile telephone consumers.

• Requires telephone directories and telecommunication providers to include notices explaining the do-not-call list and how to enroll, taking effect 90 days after enactment.
