Establishes an emergency management division within the department to coordinate emergency management activities across county, municipal, state, and federal levels in Michigan.

Requires the division to prepare and maintain a comprehensive Michigan emergency management plan covering mitigation, preparedness, response, and recovery.

Authorizes the division to receive and distribute state and federal emergency management grants-in-aid to state agencies and local political subdivisions.

Grants the division authority to promulgate rules, review local emergency operations plans, establish training standards for emergency management coordinators, and coordinate state emergency operations centers.

Requires the division to update the emergency management plan by July 1, 2017 to include procedures for municipal water emergencies, including immediate provision of drinking water and filters, medium-term water supply plans, public health response plans, and public education regarding water safety risks.
