Creates a justice reinvestment fund in the state treasury to receive 70% of realized savings from the Department of Corrections' yearly budget resulting from evidence-based parole decisions under section 33e.

Requires the state treasurer to distribute fund proceeds monthly to counties on a per-prisoner basis for each paroled prisoner released into their jurisdiction.

Mandates counties use 50% of received funds to offset increased costs from paroled prisoners, including law enforcement arrest costs, county jail detention, transportation, and court personnel for parole violators.

Mandates counties use the remaining 50% of funds for prisoner reentry programs, juvenile justice community-based programs, Michigan Works agencies, mental health services, and substance use disorder services.

Allows unencumbered fund balances to remain in the fund at fiscal year end rather than revert to the general fund; bill takes effect only if House Bill 5377 is enacted into law.
