Insurers must provide the secretary of state with policyholder names, addresses, vehicle identification numbers, and policy numbers for private passenger nonfleet automobiles within a format specified by the secretary of state, with transmissions required no more frequently than every 14 days.

The secretary of state shall share received policy information with the department of health and human services to comply with 2006 PA 593 (MCL 550.281 to 550.289).

Policy information submitted to the secretary of state is confidential, not subject to freedom of information requests, and may only be disclosed to the department of health and human services or pursuant to a court order in connection with claims or fraud investigations.

Supplying false information to the secretary of state or issuing, altering, or using fraudulent certificates of insurance is a misdemeanor punishable by up to 1 year imprisonment or a fine of up to $1,000, or both.

The department of health and human services must report annually by December 30 to legislative appropriations and insurance committees on the number of claims and total dollar amounts recovered from automobile insurers under 2006 PA 593.
