Requires Secretary of State to conduct investigations of dealer license applicants within 15 days of receiving applications, with exceptions for license renewals.

Establishes three dealer training programs for eligible used vehicle dealers: a prelicensure program, a training program for designated individuals at retail locations, and continuing education (at least 2 hours per session, offered at least 2 times per quarter).

Mandates that applicants for original eligible used vehicle dealer licenses complete the prelicensure training program within 6 months before application, and each retail sales location must have an employee who has completed required training.

Adds certification requirements to dealer license applications, including statements about alter ego relationships, understanding of state regulations, and for eligible used vehicle dealers, confirmation of training program completion.

Takes effect 90 days after enactment.
