HOUSE BILL 6372 Summary

• Amends the Safe Drinking Water Act to require persons producing bottled drinking water from withdrawals exceeding 200,000 gallons per day or intrabasin transfers over 100,000 gallons per day to submit a permit application with environmental impact evaluation.

• Department of Environmental Quality must approve permits only if proposed use meets applicable standards and applicant undertakes activities to address hydrologic impacts related to stream flow, water quality, and aquifer protection.

• Requires 45-day public notice and comment period before department approval of permit applications.

• Establishes a permit fee of 5 cents per gallon of water withdrawn; fees are transmitted to state treasurer for deposit into newly created water infrastructure fund.

• Water infrastructure fund revenue may be appropriated only for administering the act and for drinking water and sewer system infrastructure capital improvement projects.
