Amends the Drainage Act of 1956 to allow county drain commissioners and intercounty drainage boards to relinquish jurisdiction and control of drains to counties, townships, cities, villages, authorities, road commissions, or the state transportation department.

Requires that drains have no outstanding indebtedness or contract liability before relinquishment, though debts that will be paid in full upon relinquishment are permitted.

Mandates approval from both the county board of commissioners (or drainage board) and the governing body accepting jurisdiction and control, with counties required to specify which agency will assume responsibility.

Directs that upon relinquishment of an entire drain, any remaining funds in the drain fund be transferred to the accepting entity for use solely for that drain's maintenance and operation.

Takes effect 90 days after enactment into law with immediate effect.
