Reduces petition signature requirements for drainage district applications affecting multiple counties from 10 freeholders to 5 freeholders, or at least 50% of freeholders if fewer than 5 exist whose lands will be assessed.

Allows city, village, or township representatives authorized by their governing body to sign applications or petitions if the proposed drain is necessary for public health and the municipality will be liable for assessment costs.

Requires drain commissioners to notify the director of agriculture and rural development and other county drain commissioners within 20 days of receiving a multi-county drainage application.

Establishes that the director of agriculture and rural development must call a drainage board meeting within 15-60 days after receiving the application, with notice published in newspapers at least 10 days before the meeting.

Takes effect 90 days after enactment into law.
