Amends the governmental tort liability act to clarify that governmental agencies with jurisdiction over highways must maintain them in reasonable repair and safe condition for public travel.

Removes specific reference to county road commission liability procedures under 1909 PA 283, MCL 224.21, making all highway liability provisions uniform across governmental agencies.

Limits governmental agency duty to repair and maintain only the improved portion of highways designed for vehicular travel, excluding sidewalks, trailways, crosswalks, and other installations outside the vehicular travel portion.

Specifies that when the state transportation department contracts with another governmental agency to perform work on state trunk line highways, tort liability actions must be brought only against the state transportation department, not the contracting agency.

Takes effect 90 days after enactment, conditional upon passage of a related Senate or House bill (request no. 05736'18).
