Allows excess revenue in the crime victim's rights fund to be used for crime victim compensation under 1976 PA 223, including compensation to minor crime victims.

Permits additional excess revenue to fund establishment and maintenance of a statewide trauma system and crime survivor trauma recovery centers, with a cap of $3,500,000 per fiscal year.

Requires beginning October 1, 2021, that statewide trauma system expenditures not exceed 50% of the maximum allowable amount unless proportional to crime victims' actual utilization of those services.

Requires the department to annually report to the legislature on minor crime victims receiving compensation, including number of recipients, age, gender, geographic location, and whether funds were used for counseling or other services.

Defines "minor crime victim" as a crime victim under 18 years of age and takes effect 90 days after enactment.
