Creates the Partnership for Broadband Advancement Board within the Michigan Infrastructure Council to advance broadband service expansion in Michigan.

Defines broadband service as internet access capable of delivering at least 25 megabits per second downstream and 3 megabits per second upstream.

Board consists of 11 voting members appointed by the governor from lists submitted by telecommunications industry associations, local government organizations, schools, and legislative leaders, plus 5 nonvoting state agency representatives.

Board shall identify areas needing broadband service, review existing infrastructure reports, identify barriers to service expansion, and recommend strategies to incentivize businesses to expand into underserved areas.

Takes effect only if House Bill 5670 is enacted into law.
