Requires school districts, intermediate school districts, and public school academies to conduct annual performance evaluations for building-level and central-office-level school administrators involved in instructional matters.

Mandates that 25% of annual evaluations be based on student growth and assessment data (the previous version had increased this to 40% starting in 2018-2019, but this bill removes that increase).

Requires the remaining 75% of evaluations to be based on an evaluation tool and factors including: teacher evaluation proficiency, school improvement plan progress, pupil attendance, and student/parent/teacher feedback.

Mandates automatic dismissal of administrators rated "ineffective" on 3 consecutive annual evaluations, while allowing districts to conduct biennial evaluations for administrators rated "highly effective" on 3 consecutive years.

Requires districts to post evaluation system information on public websites beginning with the 2016-2017 school year, and establishes a state list of approved school administrator evaluation tools maintained by the Department of Education.
