Establishes the county veteran service fund within the state treasury, administered by the Michigan veterans affairs agency for auditing and grant distribution purposes.

Distributes grants to eligible counties through two components: a $50,000 base amount per county and a per-capita amount calculated using the number of veterans in each county according to the U.S. Department of Veterans Affairs Geographic Distribution of VA Expenditures Report.

Base amounts must be distributed by December 31 annually (initial distribution by January 31, 2019); per-capita distributions are withheld if remaining funds cannot provide at least $1,000 per county.

Requires counties to maintain minimum veteran service funding levels, establish remote access to VA computing systems, obtain PIV cards for officers, provide at least 20 hours per week of services, and submit quarterly and financial reports to the state agency.

Allows the Michigan veterans affairs agency to reduce future grant disbursements by the amount of any grant funds counties improperly expend on non-veteran service operations, as determined by audit.
