Removes requirement for the Natural Resources Commission to consult with the Commission of Agriculture and Rural Development before issuing an order concerning deer and elk feeding.

Allows individuals to engage in deer and elk feeding on private property if feed is located not more than 600 feet from a residence, building, or structure.

Limits deer and elk feeding to no more than 2 gallons of feed placed, scattered, or distributed within 600 feet of a residence, building, or structure at any one time.

Defines "deer and elk feeding" as depositing, distributing, or tending feed to prevent starvation or for recreational viewing of wild, free-ranging white-tailed deer and elk.

Excludes from the definition of deer and elk feeding: baiting for game, normal logging and agricultural practices, covered or daily-use agricultural feed, and bird feeding conducted to exclude deer and elk access.
