Amends MCL 750.310 of the Michigan Penal Code to clarify that games of skill or chance operated under the Michigan Exposition and Fairgrounds Authority Act are not prohibited.

Permits giving or paying purses, prizes, entry fees, and expenses in connection with races, contests, or games, subject to specified conditions in subsection (3).

Allows fantasy and simulation sports games that meet all of the following conditions: prizes are established and announced in advance, winning outcomes are determined predominantly by participant skill and statistical performance rather than chance, and outcomes are not based solely on a single team's score or individual athlete's single performance.

Maintains existing prohibition on pool selling and gambling transactions where money or valuable items are wagered as speculation on contest outcomes with no direct service relationship to the event.

Defines "athletic event" as real-world professional, collegiate, or nationally recognized sports competition involving physical exertion and skill where participants are physically present and the outcome depends on athlete performance.
