Requires applicants for operator's or chauffeur's licenses to provide documents verifying citizenship or legal presence in the United States, with non-citizens required to demonstrate legal presence and receiving licenses only for the duration of their authorized stay.

Mandates that the Secretary of State inquire whether applicants wish to participate in the anatomical gift donor registry program and provide information about organ donation rights and procedures.

Prohibits Social Security numbers from being displayed on driver's licenses and restricts disclosure of Social Security numbers collected during application to specific purposes including child support enforcement and vital records comparison.

Establishes security requirements for driver's license production facilities and personnel, requires fraudulent document recognition training for state employees, and mandates verification that applicants are not holding valid licenses from other states before issuance.
