Allows medical marihuana licensees to authorize the Department of Licensing and Regulatory Affairs to disclose their business information from the statewide tracking system to financial institutions of their choice.

Maintains confidentiality of all tracking system information as exempt from freedom of information act requests, except when disclosed pursuant to authorized written consent or for law enforcement purposes.

Defines key terms including "financial institution," "licensee," "marihuana," and the statewide monitoring system, which tracks marihuana transfers, verifies registry cards, and monitors patient possession limits.

Takes effect March 21, 2019 (90 days after enactment on December 21, 2018).
