Grants governing bodies of municipally owned utilities discretion to permit retail customers to choose alternative electric suppliers, subject to implementation of specified rates, charges, terms, and conditions.

Prohibits persons from providing delivery service or customer account service to customers currently receiving or within the previous 3 years having received such service from a municipally owned utility without written consent.

Allows municipally owned utilities providing service outside municipal boundaries to elect compliance with Michigan Administrative Code R 460.3411 as in effect on June 5, 2000, with disputes decided by the Public Service Commission.

Requires acquiring entities that purchase divisions or generating stations from municipal electric utilities to hire workforce from the utility for at least 30 months, maintain wage and benefit parity, and establish dispute resolution mechanisms for employment-related complaints.

Grants municipally owned utilities exclusive jurisdiction to set non-discriminatory delivery rates, determine stranded and transition costs, and establish rules for alternative supplier programs, with complaints filed in circuit court rather than with the Public Service Commission.
