Maintains the governor's authority as commander-in-chief to activate necessary units for emergency assistance, with organization not exceeding 15% of National Guard authorized strength during non-national emergency periods

Requires the Department of Military and Veterans Affairs to establish affirmative action membership guidelines and report annually to relevant legislative committees on the force's development, including regulations, training needs, membership requirements, character screening procedures, and coordination with law enforcement

Permits members to be equipped with weapons only during training or when the National Guard is called to federal service during national emergency and the defense force's primary mission involves protecting public property

Takes effect 90 days after enactment
