Amends the Insurance Code to make records of insurance associations subject to the Freedom of Information Act under certain conditions, while maintaining some exemptions under MCL 15.243.

Replaces references to "commissioner" with "director of the department" throughout the catastrophic claims association provisions.

Updates the catastrophic claims association's indemnification thresholds and establishes biennial adjustments beginning July 1, 2017, increasing the coverage limit from $545,000.00 by the lesser of 6% or the consumer price index, rounded to nearest $5,000.00.

Requires the catastrophic claims association to publicly disclose on its website within 15 days of charging annual premiums all data used in premium calculations, including actuarial computations, loss development analysis, economic assumptions, and related documentation.

Creates new governance provisions requiring the board to adopt rules for successor board composition and director terms, with directors serving staggered terms not exceeding 4 years, and changes the director appointment process to be made by the department director rather than the commissioner.
