Failure to pay court-ordered spousal or child support is a felony punishable by up to 4 years imprisonment or a fine of up to $2,000, or both.

Removes previous requirements that individuals arrested for support violations must deposit a cash bond of at least $500 or 25% of arrearage before arraignment.

Requires courts to notify the civil support enforcement court if an outstanding bench warrant exists when an individual is arrested for violating this section, allowing the warrant to be recalled.

Changes restitution language from "shall" to "must" and specifies that restitution orders cannot create separate awards for unpaid arrearage but must reference the support order itself.

Takes effect 90 days after enactment.
