Authorizes the department to create minor project categories with $100 permit fees and general permit categories with $50 permit fees for similar floodplain activities with minimal environmental effects, valid for up to 5 years

Requires the department to propose new minor and general project categories by December 31, 2019

Mandates the department facilitate formation of a Great Lakes aquatic nuisance species coalition with other Great Lakes basin states to prevent discharge of aquatic nuisance species from oceangoing vessels

Requires annual reporting to the governor and legislature on water resource plans and projects, including legislation and appropriation requests
