Adds state treasurer and members of four state retirement systems to exemptions from the prohibition on holding alcoholic liquor licenses on state-owned land, when the state treasurer acts as custodian of retirement system assets.

Exempts the state treasurer and state retirement system members from the general prohibition on holding liquor licenses if they have enforcement duties within the same local unit of government, under the same conditions as other excepted officials.

Defines "law enforcement personnel" to exclude the state treasurer when acting as custodian of state retirement system assets and members of those retirement systems when the state treasurer makes investments on their behalf.

Takes effect only if House Bill No. 6475 of the 99th Legislature is enacted into law.
