Protects the privacy of lottery winners receiving prizes over $10,000 by prohibiting disclosure of their name, address, or personal information unless the winner agrees in writing.

Exempts winner information protected under the privacy provisions from disclosure under Michigan's Freedom of Information Act (1976 PA 442).

Makes lottery prize payment assignments exempt from regulations prohibiting the sale of lottery tickets, and allows the commissioner to establish reasonable fees to cover administrative costs of processing assignments.
