Prohibits purchasing, selling, offering to sell, or possessing with intent to sell items made wholly or partially from shark fins, lion (Panthera leo), elephant, rhinoceros, tiger, leopard, cheetah, jaguar, pangolin, sea turtle, ray, mammoth, narwhal, walrus, or hippopotamus.

Extends the ban to any animal species covered by the Convention on International Trade in Endangered Species of Wild Fauna and Flora on the effective date of the bill.

Exempts law enforcement activities, knives and firearms with legally-acquired endangered species parts if properly documented and all federal/state sales requirements are met, and items with required federal certifications or permits.

Penalties for violations include misdemeanor imprisonment of up to 1 year and/or fines up to $2,000, plus civil fines up to either $6,500 or four times the item's fair market value.

Takes effect 90 days after enactment.
