Changes Part 163 heading from "Plastic Degradable Containers" to "Plastics" and adds definitions including "single-use plastic item" for disposable items made substantially of plastic designed for one-time use.

Prohibits sale or offering for sale of non-degradable single-use plastic items (cotton swabs, cutlery, plates, straws, drink stirrers) in Michigan beginning 5 years after the bill's effective date.

Exempts non-degradable single-use plastic items from the prohibition if no available sustainable alternative exists for that item.

Requires the department to promulgate rules within 1 year of the bill's effective date establishing standards for determining whether a sustainable alternative is available.

Defines "degradable" as capable of breaking down through biodegradation, photodegradation, or chemical degradation into component parts within 360 days under exposure to the elements.
