Prohibits use of pesticides containing clothianidin, imidacloprid, thiamethoxam, dinotefuran, acetamiprid, thiacloprid, nithiazine, or fipronil for agricultural purposes from January 1, 2019 through December 31, 2022.

Defines "agricultural purpose" as application of pesticide for production of an agricultural commodity.

Requires the director, in consultation with the Department of Natural Resources director, to report to the legislature by July 1, 2022 on peer-reviewed evidence regarding whether neonicotinoids and fipronil cause adverse effects on honeybees, native insect pollinators, and birds.

Requires the report to include analysis of impacts, costs, and benefits to Michigan's agricultural economy if use of these pesticides resumes, including effects on pollination services and honey production.

Takes effect 90 days after enactment.
