Amends Michigan's Revised School Code to modify definitions related to student restraint and seclusion practices in schools.

Adds new definition of "imminent risk" as an immediate and impending threat by a student to cause substantial physical injury to self or others.

Changes the definition of "emergency situation" to require an imminent risk, removing language that previously included risk to "the safety of the individual pupil or to the safety of others."

Changes "shall" to "must" in the functional behavioral assessment definition to clarify that assessments must describe specific problematic behaviors, report frequency, assess environmental conditions, and identify factors maintaining behaviors.

Takes effect 90 days after enactment into law.
