Creates the raise the age advisory committee within the state court administrative office to develop recommendations for legislation treating 17-year-olds as juveniles rather than adults in criminal prosecution.

Committee consists of 21 members including state agency directors, judges, prosecutors, sheriffs, victim advocates, and individuals with lived experience in the juvenile justice system, with appointments due by May 1, 2019.

Requires the committee to develop a detailed implementation plan including centralized data systems, risk assessment tools, judge training, community-based services expansion, diversion options, detention capacity assessments, and racial impact analysis.

Mandates submission of an initial report by May 1, 2020 with cost estimates for capital, operating, and staffing, annual interim reports beginning January 15, 2020, and a final report by January 15, 2021.

Committee terminates January 15, 2024 or upon filing its final report, whichever occurs first; state court administrative office must provide staff, facilitation, and services upon appropriation of funding.
