Allows school employees and teachers to carry concealed pistols in schools and on school property if authorized by the school's governing body (public school board, intermediate school district board, public school academy board, or nonpublic school governing body).

Permits parents or legal guardians to carry concealed pistols while in vehicles on school property when dropping off or picking up students.

Maintains existing prohibitions on concealed pistols in other locations including child care facilities, sports arenas, bars/taverns, places of worship, entertainment venues with 2,500+ seating capacity, hospitals, and college dormitories/classrooms.

Provides exemptions from weapon restrictions for retired law enforcement officers, security personnel employed by covered entities, private investigators, corrections officers, judges, court officers, and peace officers.

Establishes penalties for violations: first offense is a civil infraction with up to $500 fine and 6-month license suspension; second offense is a misdemeanor with up to $1,000 fine and license revocation; third or subsequent offense is a felony with up to 4 years imprisonment or $5,000 fine.
