MI HB6523

Establishes the "Article V Commissioner Authorization, Instruction, and Recall Act" to govern Michigan's participation in a constitutional amendment convention called under Article V of the U.S. Constitution.

Appoints five commissioners (one each from the House Speaker, Senate Majority Leader, House, Senate, and Governor) and two alternates (one each from House and Senate) to represent Michigan at an Article V convention if one is called.

Requires commissioners and alternates to be Michigan residents without felony convictions or Michigan election law violations, and to take an oath swearing they will not vote for unauthorized amendments or convention rules that deny equal state voting power or allow amendments by less than majority vote.

Authorizes the legislature to adopt and amend legislative instructions by resolution that commissioners must follow, and mandates recall of any commissioner who violates these instructions or cannot perform duties.

Allows commissioners and alternates to be reimbursed for actual and necessary expenses, with the legislature to appropriate sufficient funds for these costs.
