Eliminates fingerprint requirements for renewal applicants if the Department of State Police maintains an automated fingerprint identification system (AFIS) database of previously submitted prints.

Allows renewal applicants with expired licenses to carry concealed pistols after expiration while awaiting processing, by carrying both the receipt and expired license as temporary authorization valid for 30 days.
