Amends the Natural Resources and Environmental Protection Act to revise the definition of "recycling establishment" by clarifying exemptions for retail establishments that collect returnable beverage containers.

Removes the exemption for retail establishments collecting returnable beverage containers after January 1, 2025, making such establishments subject to recycling establishment registration and reporting requirements.

Defines key terms including "commercial waste," "household waste," "recyclable materials," "recycling," and "reportable recyclable materials" covering glass, paper, plastic, metals, and textiles.

Excludes from reportable recyclable materials: scrap metals regulated under the Scrap Metal Regulatory Act, materials from motor vehicle shredding or dismantling, beneficial use by-products, and covered electronic devices.

Bill is contingent on enactment of House Bills 6532, 6533, 6534, and 6535 from the 99th Legislature.
