Increases minimum automobile liability coverage limits from $20,000 to $200,000 for bodily injury or death of one person in any single accident.

Increases minimum liability coverage limits from $40,000 to $300,000 for bodily injury or death of two or more persons in any single accident.

Maintains the existing minimum property damage liability limit of $10,000 for injury to or destruction of property.

Requires insurers to send documentary evidence to insureds when deleting coverages from automobile insurance policies under section 3101.

Takes effect 90 days after enactment; does not change provisions regarding named driver exclusions or coverage exclusions under section 3017.
