Provides rebate mechanism for special licensees who did not receive a discount from distributors, calculated as difference between purchase price paid and commission cost plus 15% markup plus specific taxes.

Permits special licensees, spirits vendors, small distillers, authorized distribution agents, and brokers with licensed representatives to pour and serve spirits with or without mixers at events.

Defines "qualified organization" as nonprofit with at least 15 primary members including at least 3 licensed vendors of spirits, small distillers, brokers, or authorized distribution agents; requires rebate requests by March 1 annually with commission issuing rebates by June.
