Amends Michigan election law to establish 8 regional districts for nominating state board of education members, with candidates still elected statewide.

Region 1 consists of Wayne County; Region 2 consists of Oakland County; Region 3 consists of Bay, Huron, Lapeer, Macomb, Sanilac, St. Clair, and Tuscola counties; Region 4 consists of Genesee, Ingham, Livingston, Saginaw, and Shiawassee counties.

Region 5 consists of Branch, Calhoun, Clinton, Eaton, Hillsdale, Jackson, Lenawee, Monroe, and Washtenaw counties; Region 6 consists of Allegan, Barry, Berrien, Cass, Ionia, Kalamazoo, Ottawa, St. Joseph, and Van Buren counties; Region 7 consists of Gladwin, Gratiot, Isabella, Kent, Lake, Mason, Mecosta, Midland, Montcalm, Muskegon, Newaygo, Oceana, and Osceola counties; Region 8 consists of all remaining northern counties.

Beginning in 2020, each political party nominates 2 candidates on an 8-year rotating schedule: 2020 (Regions 1 and 5), 2022 (Regions 3 and 7), 2024 (Regions 2 and 6), 2026 (Regions 4 and 8), with cycle repeating every 8 years.

Effective date is 90 days after enactment; allows individuals currently serving on the state board of education to be nominated regardless of region.
