Defines Program of All-Inclusive Care for the Elderly (PACE) as a community-based care model enabling elderly individuals certified as needing nursing facility care to live independently.

Allows prospective PACE organizations to be not-for-profit, for-profit, or public entities that participate in both Medicare and Medicaid without requiring Michigan health care licensure.

Requires prospective PACE entities to submit a feasibility study within 90 calendar days of submitting a letter of intent and a provider application within 1 year of feasibility study approval.

Mandates the department notify existing PACE organizations of unmet need in their service areas and grant them 6 months to submit expansion plans before allowing new PACE organizations to propose services in that area.

Directs the department to work with the PACE Association of Michigan to develop a methodology for determining unmet need in designated geographic areas.
