Authorizes the Michigan legislature and each house to intervene in any state court action where a party challenges the constitutionality of a state statute or validity of legislation or legislative action.

Grants the legislature intervention rights at any stage of proceedings and allows prosecution of appeals, rehearing requests, and other litigation actions on equal footing with original parties.

Applies to all matters pending in Michigan courts as of the effective date and to all future cases filed in state courts.

Permits each house to adopt rules or policies to implement this intervention authority, while preserving the attorney general's existing rights and duties and maintaining legislative immunity.

Takes immediate effect upon enactment.
