Protects specific voter registration information from public inspection and disclosure under the Freedom of Information Act, including records of declined voter registrations, driver's license numbers, birthdates (month and day), telephone numbers, and manual/digitized signatures.

Exempts the last 4 digits of registered voters' social security numbers from public inspection but allows the Secretary of State to use them only for verifying voter data under the Help America Vote Act and verifying voter status.

Prohibits the Secretary of State, voter registration agencies, and local government clerks from releasing or making available copies of these protected registration record portions.

Specifies that voter registration records remain open for public inspection except for the information exempted under Section 509gg.
