Allows probate judges to issue marriage licenses without publicity when applicants have good reason to keep their exact marriage date secret, subject to judge approval.

Until December 31, 2019, permits probate judges to marry persons under marriageable age without publicity if accompanied by written consent from biological or adoptive parents and guardians.

Requires parental consent only from custodial parent if noncustodial parent receives notice and fails to object within 5 days; consent not required from parents who are incarcerated or adjudicated mentally incapable.

Prohibits probate judges from marrying persons under marriageable age without publicity beginning January 1, 2020.

Authorizes probate judges to issue orders nunc pro tunc regarding the date appearing on marriage licenses.
