Expands the "Youth tobacco act" to prohibit selling, giving, or furnishing vapor products and alternative nicotine products to minors, in addition to traditional tobacco products, with penalties of up to $50 per violation.

Requires retailers selling tobacco, vapor, or alternative nicotine products to post warnings at point of sale stating that purchase and provision to minors under 18 are prohibited by law.

Prohibits minors from purchasing, possessing, or using tobacco products, vapor products, or alternative nicotine products; violators face fines up to $50 and possible community service (16-48 hours depending on violation number) or health promotion programs.

Requires age verification for vapor and alternative nicotine product sales by checking government-issued ID for those appearing under 27 years old, or using third-party age verification services for internet/remote sales.

Adds definitions for "vapor product" (electronic cigarettes and similar devices), "alternative nicotine product" (noncombustible nicotine products), and exempts minors participating in authorized undercover enforcement operations or compliance checks from penalties.
