Changes the recreation passport fee from optional ("may") to mandatory ("shall") for motor vehicle registration and renewal, unless the applicant elects not to pay the fee.

Sets recreation passport fee at $10.00 for most vehicles and $5.00 for motorcycles, with annual adjustments based on the Consumer Price Index from October 1, 2010 forward.

Removes the previous subsection allowing applicants who pay by mail to be automatically considered as electing to pay the fee; now applicants must affirmatively choose to pay or not pay.

Requires the Secretary of State to transfer recreation passport fee revenue monthly to the Department of Natural Resources for deposit as specified in the Natural Resources and Environmental Protection Act.

Requires registration tabs or stickers for vehicles with paid recreation passport fees to be marked distinctively, and establishes that recreation passport payment information is personal information protected under vehicle code privacy provisions.
