Increases the parole board from 10 to 15 members appointed by the director of corrections.

Makes parole board positions part of the state civil service for terms beginning January 1, 2020, while allowing existing members to remain outside civil service until that date.

Removes obsolete language referencing the October 1, 1992 establishment date and outdated appointment term provisions.

Maintains director's authority to designate the board chairperson and remove members for incompetency, dereliction of duty, malfeasance, misfeasance, or nonfeasance.

Takes effect 90 days after enactment.
